Sometime in the near future, the polar ice caps have melted and most of South Florida is covered in water. Miami is dark, moldy and perpetually raining. The city lies under 8 feet of water, and inhabitants survive off cargo from hijacked or grounded cargo ships. People live in abandoned skyscrapers on minimal sustenance, hoping to evade the law for one more day. Every character is inherently evil and corrupt, and lawlessness rules.

A criminal on the run hiding in now-underwater Miami must help a powerful politician return to civilization. Both are running from the ruthless underworld that now controls South Florida, and both have their own motives they hide from each other along their journey. As they work together to achieve a common goal, they become reluctant friends, evading capture and involving themselves in some surreal adventures throughout Florida.
